Announcement of the General Administration of Customs No. 87 of 2018 (Announcement on Inspection and Quarantine Requirements for imported Bolivian Quinoa)

According to relevant Chinese laws and regulations and the Protocol of the General Administration of Customs of the People's Republic of China and the Ministry of Rural Development and Land of the Plurinational State of Bolivia on the Phytosanitary Requirements for Bolivia Quinoa and China, Bolivia is allowed to lose its buckwheat. Bolivia's buckwheat exports to China shall comply with the import Bolivia Quinoa Inspection and Quarantine Requirements (see annex).

The contents of this announcement shall be implemented as of the date of promulgation.

import Bolivia quinoa inspection and quarantine requirements

First, the products allowed to enter China

Quinoa grain (Chenopodium quinoa Willd.) grown and processed in Bolivia (including peeled buckwheat kernels, buckwheat flour, buckwheat flakes).

Second, production facilities requirements

Bolivia's buckwheat production and processing facilities must comply with Chinese phytosanitary requirements, be registered and recommended by the Ministry of Rural Development and Lands of Bolivia (SENASAG), and be approved and registered by the General Administration of Customs.

Third, phytosanitary requirements

(1) Bolivia's buckwheat must be in compliance with the relevant laws and regulations of China's phytosanitary regulations and qualified by SENASAG for inspection and quarantine.
(2) Bolivia must not carry the following quarantine pests: Helicoverpa zea, Tomato black ring virus, Nacobbus aberrans, Ambrosia artemisiifolia, Avena sterilis , Hedgehog Cenchrus echinatus and fake sorghum Sorghum halepense.
(3) Bolivia must not carry soil with buckwheat, and must not be mixed with impurities such as weed seeds, other grains and plant residues.

Fourth, the phytosanitary certificate requirements

Each batch of Bolivian buckwheat must be accompanied by an official phytosanitary certificate issued by SENASAG to prove that it meets the Chinese phytosanitary requirements and indicates the specific origin.

Five, packaging requirements

Bolivia's buckwheat must be packaged in a clean, hygienic and new material that meets Chinese phytosanitary requirements. Each package should be marked with a clear Chinese character "Drawing the product to the People's Republic of China" and traceable information such as the name of the buckwheat, the name of the processing plant, the name of the exporter, and the address.

Six, fumigation requirements

Bolivia should be fumigated when it is tested by SENASAG before exporting buckwheat to ensure that there are no quarantine pests and other live insects of Chinese concern in buckwheat. Information on the temperature, time, and pharmacy of the fumigation treatment is indicated in the attached official phytosanitary certificate.
