National Standard GB/T 20980-2007 Biscuit Seeking Public Opinions

The current recommended National Standard GB/T 20980-2007 Biscuit has come into force for over ten years. The uses of food additives in Chapter 3 Terms and Definitions is no longer suitable for the current production situations in biscuit industry. Therefore, the No.1 amendment sheet (draft for comment) has been proposed.
The following expressions in Chapter 3 Terms and Definitions (see table below) are replaced by “Adding or not adding other ingredients”.
Regulation basis:
1. Article 40 of the Food Safety Law: Food producers and traders shall use food additives pursuant to national food safety standards. Currently, GB 2760-2014 National Food Safety Standard-Standard for Uses of Food Additives is the effective national food safety standard and the uses of food additives shall comply with it.
2. Article 2.1 “Definition of biscuit” of GB 7100-2015 National Food Safety Standard-Biscuit: processed food that is using cereal powder (and/or beans, potato powder) as main raw material, adding or without sugar, oil and other raw materials, by mixing, molding, baking (or roasting) and other processes, and food that is added with cream, protein, chocolate, etc.in between (or on the surface or inside) the product before or after cooking. This definition does not specify the uses of food additives. Article 3.6.1 of this standard specifies “the uses of food additives shall comply with the provisions of GB 2760”.
3. Article 5.9 of GB/T 20980-2007 Biscuit also clarifies that "the uses of food additives shall comply with the provisions of GB 2760".
