  • Singapore’s legislature is composed of the Parliament and the President. The functions of the Singapore Parliament include enacting laws; serving as a critic/investigation responsibilities to check government actions and policies, and review the country’s financial situation. The basic legislative procedure is: usually the minister proposes a bill on behalf of the government (any member of the House of Representatives can propose a bill called a private member's bill); all bills must be read and reviewed by the parliament three times and be approved by the president Consent can become a parliamentary bill or law.

  • The Ministry of Environment and Water Resources of Singapore is a department integrating water, food and environmental management. It is mainly engaged in research and development work on water, circular economy, climate change, food and their relationships. The Ministry of Environment and Water Resources is currently the main regulatory agency for food safety in Singapore. It consists of the National Environment Agency, the National Water Resources Agency (NEA), and the Singapore Food Agency (SFA). Among them, the National Water Resources Authority is Singapore's national water agency for the integrated management of water supply, collection and water use. The National Environment Agency is responsible for safety management related to public health such as pest control, pollution control, and waste management. SFA officially opened on April 1, 2019, and is fully responsible for Singapore's food safety and food supply, researching and developing new business development routes and promoting industrial upgrading.

  • The Singapore Food Agency (SFA) officially opened on April 1, 2019, integrate all functions related to food supervision of the former Agriculture, Food and Veterinary Administration under the Ministry of National Development, the National Environment Agency under the Ministry of Environment and Water Resources, and the Ministry of Health and the Bureau of Health Sciences. It mainly includes: manage import and export of food and its corresponding permits; manage distribution and facilities of fruits, vegetables and dried products; manage all food retail establishments (including central kitchens, catering and catering operations), supermarkets, hawkers, etc. that involve food and drinking water safety; manage food labeling, food safety education, food testing services, food warning and recall information, etc.

  • The Ministry of National Development (MND) was established in 1959 and is an important government department responsible for national land use planning and development. In terms of food safety, the main task is to maintain high standards of food safety, animal and plant health, and to protect the interests of consumers. Subsidiaries include the former food safety authority Agri-Food Veterinary Authority of Singapore (AVA), responsible for food safety and animal and plant health.

  • Prior to April 1, 2019, the Agri-Food & Veterinary Authority of Singapore (AVA), an agency under the Ministry of National Development, is the main agency responsible for primary and processed food safety in Singapore. From April 1, 2019, Singapore’s entire food industry chain supervision will be unified by the Food Authority (SFA) under the Ministry of Environment and Water Resources (MEWR). At the same time, all non-food plant and animal related functions of AVA Will be transferred to the National Parks Commission (NParks) under the Ministry of National Development (MND). At present, the guidance documents issued during the operation of the AVA are still continuously updated and effective on the SFA website, and relevant documents can be used for reference based on the validity of the documents.
