  • The Philippine Congress is the highest legislative body, composed of the Senate and the House of Representatives. It is responsible for making relevant laws in the Philippines. The Philippine Constitution stipulates that any bill in Congress (BILL) must be passed the third reading by the Senate and the House of Representatives (the first reading is passed by the group, the second reading is passed by the relevant committee, and the third reading is passed by the plenary). After the third reading, it became a bill, and then it was submitted to be signed by the president as a law.

  • The Department of Health (DOH) is the main health agency in the Philippines. It is responsible for ensuring that all Filipinos have access to basic public health services by providing quality medical care and supervision of health products and service providers. According to its functions, the Ministry of Health is divided into seven aspects: administration and financial management, health policy and system development, public health services, health and infrastructure development, health supervision, procurement and supply chain management, execution and coordination. Food safety management belongs to the aspect of hygiene supervision and is mainly in charge of the Food and Drug Administration and the Quarantine Bureau under the Ministry of Health.

  • The Philippine Food and Drug Administration (FDA) is responsible for formulating policies, projects and strategic plans for processed food, drugs and other related products in the Philippines; formulating rules, regulations and standards for the licensing and certification of processed food, drugs and other related products;Licensing and certification of processed foods, medicines and other related products;Provide technical consulting services (Policy, Planning and Advocacy Division) for the implementation and licensing of laws, standards and rules of processed foods, drugs and other related products;Supervise, evaluate and ensure that manufacturers, distributors, advertisers and retailers of processed foods, medicines and other related products comply with hygiene regulations and quality standards; and provide advice to the Ministry of Health on regulations concerning processed foods, medicines and other related products.

  • The Department of Agriculture of the Philippines is mainly responsible for the formulation of safety and related laws and regulations for food in the primary production and post-harvest stages of the food supply chain, as well as locally produced or imported food. The Ministry of Agriculture shall ensure the implementation of all laws, standards, policies and programs. Subsidiaries include: Agricultural Training Institute, Bureau of Agriculture and Fisheries Standards (BAFS), The Bureau of Animal Industry (BAI), Bureau of Fisheries and Aquatic Resources,Bureau of Plant Industry,Bureau of Agricultural Research,Bureau of Soils and Water Management.The main subordinate agencies involved in food safety include the Bureau of Agriculture and Fisheries Standards (BAFS), the Bureau of Animal Industry (BAI), the Bureau of Plant Industry (BPI) and the Bureau of Fisheries and Aquatic Resources (BFAR).

  • The Philippine Bureau of Fisheries and Aquatic Resources (BFAR) is a government agency responsible for the development, improvement, management and maintenance of the country’s fisheries and aquatic resources. Mainly responsible for managing the safety of fresh fish and other seafood and formulating rules and regulations for fishery products.

  • The main responsibilities of the Philippine Bureau of Agriculture and Fisheries Standards (BAFS) include the formulation and implementation of quality standards for processing, preservation, packaging, labeling, import and export, distribution and advertising of fresh, primary and secondary processed agricultural products and fishery products. It provides assistance in establishing a scientific basis for food safety, trade standards and codes of practice, and harmonizes them with internationally recognized standards and practices. BAFS also serves as the National Technical and Administrative Secretariat of the National Organic Agriculture Committee (NOAB).

  • Philippine Trade and Industry is the department that formulates and manages Philippine foreign trade policy. Its predecessor was the Ministry of Commerce. The main responsibilities of the Ministry of Trade and Industry include: formulating comprehensive industrial development strategies and import and export strategies; creating an environment conducive to industrial development and investment; promoting competition and public trade; providing information services to importers and exporters; organizing import and export trade databases; approvals Application for the establishment of various trading chambers; approval of foreign-invested enterprises to invest in setting up factories in the Philippines; issuing import and export permits.

  • In accordance with the provisions of Act No. 4109 of the Republic of the Philippines: The Standards Department of the Bureau of Commerce was changed to the Bureau of Standards of the Ministry of Commerce and Industry. The bureau is responsible for formulating standards and inspection standards for all agricultural, forestry, mineral, fish, industrial and all other products for which laws, administrative orders, rules and regulations have not yet established any standards in the Philippines. The bureau is also responsible for the inspection and certification of goods imported into the Philippines to verify and ensure that the goods meet the requirements of the importer or buyer.
