In order to further promote the convenience of foreign trade and improve the efficiency of customs clearance at ports, the following is an announcement on the electronicization of inspection and quarantine documents:
1. A natural person, legal person or other organization (hereinafter referred to as the “applicant”) shall go through the formalities of inspection and quarantine to the Customs, and may provide electronic information of the documents in accordance with the following requirements, without submitting a paper document at the time of declaration:
(1) If the documents issued by the relevant competent authorities or domestic agencies and abroad are used for online verification or Internet access, only the document number is required. If the network verification has not been implemented and the Internet cannot be queried, a scanned copy of the leaflet certificate is required.
(2) For the qualification certificate and other documents issued by the Customs, only the relevant qualification certificate or document number is required.
(3) Other documents and declarative materials that shall be submitted to the Customs as stipulated by laws, regulations and rules shall be declared in accordance with the law to hold relevant materials.
2. The applicant shall guarantee the authenticity and validity of the electronic document information. The scanned copy of the leaflet certificate shall comply with the requirements of the customs and shall keep relevant paper documents as required.
3. In the process of customs supervision, if it is necessary to verify the paper documents in accordance with the requirements of risk control and endorsement operations, the applicant shall submit the relevant paper documents.
4. The contents of this announcement shall be implemented as of August 1, 2018.
