SAMR-The Chinese New Food Regulation Structure

The Institutional reform plan release by the State Council on March 13, 2018. In the plan, the State Adminstration for Market Regulation (SAMR) will be established. CFDA, AQSIQ and SAIC will be merge with CNCA, Standardization Administration of China and Food Safety Committee of the State Council. The entry-exit inspection and quarantine management function will merge into the structure of General Administration of Customs. The National Health Commission will be established, NHFPC will be not reserved. On July 30, 2018, SAMR’s regulation of functional allocation, internal organization and staffing requirements are finally released and take effect.

According to the SAMR’s regulation of functional allocation, internal organization and staffing requirements, the functional allocation of SAMR that relevant to food industry is listed below.
General market supervision and adminstration
General registration of market entities
Organizing and guiding market adminstration and law enforcement work
Administration of market order
Product quality and safety supervision and management
General coordination of food safety supervision and management
Food safety supervision and management
General management and standardization
General management inspection and testing
General management, supervision and coordination of national certification and accreditation work
Management of the China Drug Administration and the State Intellectual Property Office
