Russia proposed to introduce mandatory labeling for potato chips and sauces

On August 27, 2024, the website of the Normative Act Project of the Russian Federation and the website of TASS news agency reported that the Ministry of Industry and Trade of the Russian Federation proposed the mandatory labeling of certain grocery products from March 1, 2025, and the corresponding draft government decree was published on the website of the Federal Normative Act Project.

 

According to the document, from March 1, 2025, all circulation participants will be registered in the "Honesty label" system, and from May 1, 2025, producers and importers will begin to label snack products (potato chips, cornflakes, dry bread, croutons, corn on the cob, crackers, ready-made popcorn) with codes. From 1 July 2025, codes will be marked on sauces, spices, broths and other dried soups, as well as on vinegars and their substitutes. Experiments to label these grocery products began in Russia on July 1, 2024, and will continue until February 28, 2025. According to the National Center for Prospect Technology Development (CRPT, operator of the national labeling system "Honesty label"), 48 companies have participated in the pilot, including 44 producers and four importers.

 

CRPT pointed out that the need for labelling was due to the high level of illegal circulation, with data from the national research university "Higher School of Economics" (HSE) showing that about 30% of the grocery products participating in the experiment were in illegal circulation. Revaz Yusupov, deputy General Manager of CRPT, said: "It is important that tagging does not lead to price increases. Its contribution to the cost of production of any of the 17 commodity groups did not exceed 1 percent over a six-year period, which was confirmed by the market participants themselves and the NIFI of the Ministry of Finance. In addition, we note that more than 20% of the producers and importers of the aforementioned products are already familiar with and working within the labelling system."
