Interpretation | China’s first standard for dairy permeate powders

National Health Commission of the People’s Republic of China has published Notice on publishing the applicable standard for dairy permeate powders (provisional) (hereinafter referred to as Standard (provisional)) on 15th May, 2020. The Standard (provisional) is the first national food safety standard established for dairy permeate powders.


Foodmate hereby interpret this standard from two perspectives: standard establishment background and the comparison of China’s standard and foreign corresponding standards. 


1. Establishment background


Ministry of Finance of the People’s Republic of China published Economic and Trade Agreement between the Government of the People’s Republic of China and the Government of the United States (hereinafter referred to as Agreement) on 16th January, 2020. Of which, Annex 2 (Dairy and infant formula), part 2 (h) has stipulated that China should complete approval for American diary permeate powders, allow the import of American dairy permeate powders within 60 working days after the Agreement coming into force. In addition, China should also report corresponding standard of such product to WHO if it is established. As a result, establishing product standards for diary permeate powders has been put on the schedule since then.

National Health Commission seek public opinions on diary permeate powders that be regulated as imported food without current standard on March, 2020 and has published standard (provisional) on 15th May, 2020 to further improve standard system for dairy and dairy products in China.


2. Comparison of China’s Standard and Foreign corresponding Standards

Diary permeate powders are, (from cow milk or whey) produced by removal of whey protein or milk protein resulting in a product with high concentration of lactose and minerals. Removal process is accomplished by membrane filtration (e.g., ultrafiltration) or other technology (e.g., ion exchange). The major components of diary permeate powders are similar to whey powder, but with higher content of lactose.

China established standard (provisional) by referring to the following standards: Dairy permeate standard of ADPI, Dairy permeate powders of CAC (CXS 331-2017) and corresponding National food safety standards of China. However, the source, physical and chemical parameters, contaminant limits and mycotoxin limits are different from standards established by foreign countries and organisations because of different testing and sampling methods.


3. Summary

Standard (provisional)
fills in the blank of standards for diary permeate powders. Meanwhile, diary permeate powders can be widely used in bakery or beverage industry as it contains high content of lactose and minerals. Standard (provisional) will effectively promote the use of dairy permeate powders as raw materials, increasing the diversity of food raw materials and the further development of China’s food industry .
