Overseas Manufacturers of Imported Food

The Regulations on the Registration and Administration of Overseas Manufactures of imported Food (Decree No. 248 of GACC) requires: the registration administration of overseas production, processing and storage enterprises of exported food to China.

According to the Health Food Registration and Filing Management Measures (2020 Revision), the production and import of health food should apply for registration or filing. In China, Health Food are often classified into two types: Nutritional Supplements and Functional Health Food.

According to Administrative Measures for Product Formula Registration of Infants and Young Children Formula Milk Powder (2023 version). All domestic and import infants and young children formula milk powder should register before sale in China.

In order to regulate the registration of food for special medical purposes (FSMP), strengthen registration management, and ensure the quality and safety of FSMP, the State Food and Drug Administration of China formulated and promulgated the "Administrative Measures for the Registration of Food for Special Medical Purposes".

New Food Ingredient

As stipulated in Article 37 of “Food Safety Law of the People’s Republic of China” (Revised Edition of 2015), the use of new food raw materials to produce food shall submit safety assessment materials of relevant products to the health administrative department of the State Council.

New Food Additive or Expansion of Its Scope of Application

Article 37 of China's Food Safety Law stipulates that the safety assessment materials for the production of new varieties of food additives shall be submitted to the health administration department of the State Council.

New Food Relative Material

In the territory of the People's Republic of China, the production and operation of packaging materials, containers, detergents, disinfectants, tools and equipment (hereinafter referred to as food relative material) used for food should comply with the "Food Safety Law of the People's Republic of China".

EU Approves Riboflavin Produced by Eremothecium ashbyi CCTCCM 2019833 as a Feed Additive for All Animal Species

According to the Official Journal of the European Union, on June 26, 2025, the European Commission published Regulation (EU) 2025/1254, authorizing riboflavin produced by Eremothecium ashbyi CCTCCM 2019833 as a feed additive for all animal species, in accordance with Regulation (EC) No 1831/2003 of the European Parliament and of the Council.

Mongolia Proposes to Establish Labeling Requirements for Alcoholic Beverages

On June 25, 2025, Mongolia’s Ministry of Food, Agriculture, and Light Industry proposed the establishment of labeling requirements for alcoholic beverages. The public consultation period will remain open until July 25, 2025.

Malaysia Proposes Update to Chocolate Regulations, Introduces New Requirements for Compound Chocolate

On June 20, 2025, the Food Safety and Quality Division of the Ministry of Health Malaysia issued Draft Amendment No. 2/2025 under the Food Act 1983 for public consultation. The consultation period will remain open until July 19, 2025. This draft covers a wide range of revisions, including additions, deletions, and adjustments to the product standards related to cocoa and cocoa products in the Food Regulations 1985. The revisions involve various products such as cocoa beans, cocoa nibs, cocoa butter, cocoa powder, cocoa mass, and chocolate.
