Administrative Measures on the Inspection and Quarantine Supervision of imported and Exported Dairy Products”, the inspection of im
ported dairy products is divided into two situations: the first im
port inspection and the non-first im
port inspection. There are different test items in different situations. What are the specific testing items?
1 First import
It is necessary to provide the test report of the items listed in the correspo
nding natio
nal food safety standards when im
porting for the first time.
Take milk powder as an example, the items that need to be tested for the first im
port include sensory requirements, physical and chemical indicators, pollutants, mycotoxins, microorganisms, food additives, and nutritio
nal supplements listed in the natio
nal food safety standard.
The test items of the modified milk powder should include the milk solid content.
2 Non-first import
The test items of non-first im
port should be determined and announced by the General Administration of Customs ba
sed on dairy risk mo
nitoring and other relevant conditions.
At present, enterprises can refer to the inspection items of non-first im
port listed in the announcement No. 3 of 2015 issued by the original General Administration of Quality Supervision, that is announcement of
AQSIQ on adjusting implementation measures of "Administrative measures on inspection and quarantine of im
ports and exports dairy products".
Each test report shall correspond to the batch or production date of the product. The following testing agencies can be selec
ted to issue test report for im
ported dairy products:
- foreign official laboratory; or
- third-party testing agency; or
- enterprise laboratory; or
- domestic inspection institutions that have obtained the qualification certification of food inspection institutions
