China and Russia hold the second round of negotiations on bilateral plant product trade issues

 
Russian Federation Veterinary Plant Service report: On September 9, 2020, within the framework of the 9th meeting of the Standing Working Group on Russian-Chinese Veterinary Supervision, Phytosanitary and Food Safety Cooperation, the Russian Federation Veterinarian and the Plant Health Supervision Bureau and the General Administration of Customs of China held the second round of video negotiations on bilateral plant product import and export issues.

The content of this negotiation includes Russia's problem of the occurrence of disease in potatoes exported to Russia from China's Heilongjiang, and the issue of multiple detection of harmful quarantine targets for Chinese plant products exported to Russia since the beginning of 2020. Russia has notified the above-mentioned methods.

The Russian side pointed out that the effectiveness of China's plant quarantine control system is not perfect, which is reflected in the lack of traceability system from plant product growth sites to final product packaging stations, product transportation mechanisms are not sound, and product packaging sites do not comply with the protection of plant product safety. China promises to take measures to correct deviations in a timely manner.

The two sides discussed the issue of China's resumption of exports of pears, stone fruits and citrus products to Russia. Russia expressed its confidence in restarting the export of these products to Russia, but emphasized that relevant products must meet the current phytosanitary requirements of the Eurasian Economic Union.

In addition, the two parties also discussed the follow-up matters concerning Russian medicinal materials, willow tea and Chaga mushrooms for food use to China.

Representatives of the Russian Trade and Commerce Delegation to China participated in the negotiation.
