The Eurasian Economic Union issues technical regulations on the safety of chocolate, chocolate products and cocoa products

On 25 November 2022, the Eurasian Economic Union approved the Technical Regulation on the safety of chocolate, chocolate products and cocoa products, which will take effect 210 days from the date of its official publication. The regulations are as follows:

(1) Chocolate includes bitter chocolate, dark chocolate, plain chocolate, sweet chocolate, milk/extra milk/white chocolate, chocolate with filling and chocolate powder; Chocolate products refer to confectionery products that contain 25% or more of the total weight of the product as individual chocolate ingredients; Cocoa products include cocoa powder, cocoa butter and cocoa cake;


(2) Under the new mandatory requirements, chocolate must contain 35 per cent or more cocoa solids, including 18 per cent or more cocoa butter;


(3) For chocolate production, the use of animal fats other than milk fat is not permitted, but cocoa butter equivalents and/or SOS cocoa butter amendments are permitted, whose total mass fraction in chocolate shall not exceed 5%.
