On 11 May 2023, the Finnish Food Safety Authority published guidelines for the Control of Risk Assessment for primary produced foods, which superseded the previous guidelines No. 10507/1, with the aim of assessing production risks and determining the frequency of inspections for primary produced foods and came into force at the time of publication. The main contents include:

(1) Clarify the definition and scope of primary production of dairy products, meat, aquatic products and other food, clarify the difference with general food production and business activities, primary production of food needs to be registered with the food safety administration department, without registration;

(2) Primary food production should be subject to official controls at all stages, and all actors should be subject to regular, risk-based controls by competent authorities, with appropriate frequency;

(3) Taking into account the results of the hazard and risk assessment involved, the suggested inspection frequency for the production and operation activities of various primary food products is formulated. The territorial supervision department can adjust the inspection frequency by taking into account the situation of on-site supervision and enterprise operation.
