On June 28, 2024, the General Administration of Customs of China (GACC) issued Announcement No. 77 of 2024, announcing the cancellation of approval for entry quarantine of some animal and plant products. The original text of the announcement is as follows:

According to the "Measures for the Administration of Approval of Entry Plant and Animal Quarantine" (promulgated by the former AQSIQ Order No. 25, amended by the former AQSIQ Order No. 170 and the GACC Order No. 238, 240 and 262), after risk assessment, it is decided to cancel the approval of plant feed, plant derived fertilizer and cultivation medium, plant derived Chinese medicinal herbs, tobacco leaves, fresh vegetables, fish meal for feeding, and animal skins for entry into animal and plant quarantine. The list of specific animal and plant products for cancellation of approval is shown in the annex. If the commodity code and inspection and quarantine code corresponding to the relevant products in the list are changed, the latest coding information published by the General Administration of Customs of China shall prevail.

Before the import of the above products, the relevant import enterprises do not need to apply to the Customs for an entry animal and plant quarantine permit, but the relevant goods must come from the countries (regions) of China's quarantine access and the overseas production, processing and storage enterprises registered by the General Administration of Customs of China. Upon entry, the goods shall be declared to the Customs in accordance with relevant regulations and subject to inspection and quarantine according to law.

The General Administration of Customs of China shall dynamically adjust the list of products for quarantine examination and approval according to the above changes in the quarantine risk status of imported animal and plant products and the assessment results.

This announcement shall come into effect as of the date of promulgation.
