 I. Food Production and Business License
1) Food production license
In 2017, the provincial (district, city) bureaus issued a total of 17,000 new food production licenses and 231 food additive production licenses. As of the end of November, the country had a total of 159,000 food production licenses, 3,695 food additive production licenses, 149,000 food production enterprises, and 3,685 food additive production enterprises.
2) Food business licenses
As of the end of November 2017, there were a total of 12.843 million food business licenses (including food circulation licenses and catering service licenses that were still in the period of validity), including 8.963 million new food business licenses, 2.675 million food circulation licenses (old version) and 1.207 million catering service licenses (old version).
3) Health food production license
As of the end of November 2017, there were 2,317 health food production licenses across the country.
II. Special Food Registration Approval
In 2017, a total of 797 applications for initial registration of health foods were approved, 1,101 applications for registration were changed, and 348 applications for registration were extended.
In 2017, a total of 952 applications for infant formula registration were approved.
In 2017, a total of 3 applications for registration of formula foods for special medical purposes were approved.
III. Advertising Approval and Investigation
In 2017, a total of 7,029 health food advertisements were approved nationwide. 2,312 illegal health food advertisements were transferred to the administrative department for industry and commerce, and 40 health food advertisement approvals were revoked.
IV. Compliant Report
In 2017, food and drug regulatory authorities at all levels handled a total of 880,000 complaints of food (including health foods), filed 31,000 cases, and closed 31,000 cases.
V. Case Investigate
In 2017, the food and drug regulatory authorities investigated and punished 257,000 cases of food (including health foods) with a value of 680 million yuan, a fine of 2.39 billion yuan, and confiscation of illegal income of 160 million yuan. Authorities ordered to suspend production for 1852 individuals, and 186 permits were revoked. 568 counterfeits production sites were destroyed and 2,454 cases were transferred to judicial offices.
  
Note: The deadline for registration of application data for infant formula products and application data for foods for special medical purposes (FSMP) is December 31, 2017.
