On January 29, 2019, the State Administration of Market Regulation issued the “Rules for the Examination of Production Licenses for FSMP”, which clarified the issue of producing FSMPs in the same production line.
The review rules state: “Develop risk management requirements for multi-purpose facility. When different varieties of products are produced on the same production line, adequate food safety risk analysis (including but not limited to food protein allergy risk) should be developed to effectively clean. Measures and validated to prevent cross-contamination, ensure that product switching does not affect the next batch of products, and should meet the corresponding requirements when the product is approved for registration."
This involves the following aspects:
1. Control measures for product switching, including planning, inspection and recording requirements have to be clear. Different production processes require different clearance plans.
2. The existence of food safety risks should be fully analyzed and verified, including but not limited to cross-contamination of allergens, and may also involve other ingredients such as ingredients and sensory traits. For product verification, inspection of products that may be involved, verification of allergens, etc.
3. To comply with the corresponding requirements for product registration.
In the initial registration of FSMP, the product development part includes product development report and product formula design and its basis, production process materials, product standard requirements, test sample inspection report, research and development, production and inspection capability certification materials, etc. In terms of requirements, the technical requirements of the final product produced on the production line should be consistent with this aspect.
