On August 12, the General Administration of Customs issued the Notification on Inspection and Quarantine Requirements for imported Serbian Dairy Products. Since the date of this notification, it allows the import of Serbian dairy products that meet the quarantine requirements.
1. Inspection and quarantine basis.
a. 2. Product allowed to enter. Serbian dairy products exported to China refer to foods processed with heat-treated cow's milk or goat's milk as the main raw material, including pasteurized milk, sterilized milk, modified milk, fermented milk, cheese and processed cheese, diluted cream, cream , anhydrous cream, condensed milk, milk powder, whey powder, whey protein powder, bovine colostrum powder, casein, milk mineral salt, milk-based infant formula and its premix (or base powder).
3. Requirements for production facilities: Serbian dairy production enterprises exported to China should be approved by Serbian authorities and registered with China.
4. Animal quarantine requirements:
Dairy animals that provide raw milk for dairy products exported to China must meet the following conditions:
a. Quarantine restrictions from foot-and-mouth disease have been lifted from farms for at least one month.
b. When the raw milk was collected, no clinical symptoms of anthrax were found on the farm.
c. The farm is free of bovine tuberculosis, paratuberculosis, rinderpest, Rift Valley Fever, Peste des petits ruminants, sheep smallpox, and infectious bovine pleuropneumonia.
d. The farm is under the supervision of the Ministry of Agriculture, Forestry and Water Management of the Republic of Serbia.
e. The farm and its surrounding areas are not subject to quarantine restrictions due to animal diseases in accordance with the OIE Code and Serbia’s official animal health regulations.
5. Quarantine approval requirements. imported Serbian pasteurized milk and modified milk produced by pasteurization process should go through quarantine approval in advance and obtain the "Entry Animal and Plant Quarantine Permit".
6. Certificate requirements. Serbian dairy products exported to China should be accompanied by a health certificate issued by the Serbian government.
7. Food safety requirements. Serbian dairy products exported to China should meet China's national food safety standards.
8. Packaging and labeling requirements.
Serbian dairy products exported to China must be packaged in brand-new materials that meet the relevant Chinese standards. The outer packaging must be marked in Chinese and English with specifications, origin (specific to the state/province/city), destination, product name, weight, manufacturer name, registration number, Production batch number, storage conditions, production date and shelf life.
The inner packaging must comply with relevant Chinese regulations, and the label should indicate the country of origin, product name, company registration number, manufacturer name, address and contact information, production date and shelf life, and production batch number.
9. Storage and transportation requirements
The whole process of storage and transportation of Serbian dairy products exported to China should meet hygienic conditions to prevent contamination by toxic and harmful substances. After the goods are loaded into the container, a seal shall be applied, and the seal number shall be indicated in the veterinary health certificate. Do not open or replace the packaging during transportation.
