GACC | Process of imported breeding pigs

 
The pig industry is an important industry related to the national economy and people's livelihood, and it is related to the meat-eating problem of 1.4 billion people. Affected by the African Swine Fever epidemic, the number of pigs for slaughter in China in 2019 fell sharply by 21.6% year-on-year; in the first half of 2020, due to the dual impact of African swine fever and COVID-19, the number of pigs for slaughter in China dropped by 19.9% year-on-year. In August 2020, the price of pork increased by 69.85% year-on-year.

In order to prevent the introduction of animal diseases from abroad, China has strict quarantine requirements for imported breeding pigs, involving many links and long periods. To facilitate relevant enterprises to fully grasp the policies and procedures for imported breeding pigs, and to further promote the import of breeding pigs, the editor has sorted out the entire process of imported breeding pigs.

1. Quarantine access

imported breeding pigs should come from countries and regions that have obtained Chinese quarantine access. According to the protocol signed between China and overseas, breeding pigs from the following countries or regions can be exported to China: France, Denmark, the United States, Canada, United Kingdom, New Zealand, Ireland, Austria, Belgium, Finland, Netherlands, Sweden.

2. Application for acceptance of imported breeding pig’s isolation and quarantine site

Before breeding pigs enter the country, they should follow the "Administrative Measures for the Supervision and Administration of the Use of Entry Animal Isolation and Quarantine Sites" (Revision of Order No. 243 of the General Administration of Customs) and the "Regulations for the Establishment of Workplaces (Sites) under Customs Supervision" (No. 68, 2019 of the General Administration of Customs) Announcement), "Specifications for the Installation of Surveillance Cameras at Workplaces (Venues) under Customs Supervision" (Announcement No. 69 of the General Administration of Customs in 2019), "Management Regulations for Designated Supervision Sites of the Customs" (Announcement No. 212 of the General Administration of Customs), The “Regulations for the Construction of Temporary Breeding Farms” (SN/T2032), which require the construction of a quarantine farm for imported breeding pigs, and an application to the local customs for acceptance.

For the quarantine field that has been checked and accepted, the customs will issue the "Isolation Field Use Permit". The "Isolation Field Use Permit" is valid for 6 months and is valid for one use. If you import breeding pigs again, you need to apply again.

3. Quarantine approval

The applicant unit should enter the “Administrative Approval” section through the “Internet + Customs” integrated platform (http://online.customs.gov.cn) before signing a trade contract or agreement, fill in the relevant information and upload the “Isolation The Site Use Permit was processed for quarantine approval and obtained the Permit for Entry Animal and Plant Quarantine of the People’s Republic of China.

4. Approval of the introduction of livestock and poultry genetic resources

In accordance with the "Law of the People's Republic of China on Animal Husbandry" and "Measures for the Approval of the Entry and Exit of Livestock and Poultry Genetic Resources of the People's Republic of China and Foreign Cooperation in Research and Utilization", the introduction of breeding pigs from abroad should also go through the approval procedures with the agricultural and rural departments in accordance with the regulations

After the approval of the agricultural and rural departments, the "Approval Form for import (Export) of Animal and Plant Seedlings of the Ministry of Agriculture and Rural Affairs of the People's Republic of China" will be issued.

5. Overseas pre-inspection

According to the protocol signed between China and the exporting country, the General Administration of Customs can send a pre-inspection veterinarian to the exporting country to cooperate with the official veterinary officer of the exporting country to quarantine imported breeding pigs. Overseas pre-inspection work includes farm quarantine, overseas quarantine, pre-departure clinical inspection, installation supervision, etc. It generally takes 45-60 days. only breeding pigs that have passed the pre-inspection abroad can embark on the "journey" to China.

6. Quarantine at ports

imported breeding pigs should pre-declare to the customs at the entry port and the customs at the location of the isolation site 30 days before entry. When the breeding pig arrives at the port, the customs will check whether the animal meets the relevant quarantine requirements. Port quarantine includes checking the validity of health certificates; querying transportation logs and checking transportation routes; inquiring about animal health; animal clinical inspections; supervising animal loading and unloading; transportation tools, loading and unloading sites, and personnel disinfection.

7. Transportation and quarantine

(1) After passing the on-site quarantine by the customs at the port of entry, the imported breeding pigs shall be transported from the port of entry to the isolation site in accordance with the transportation route and method specified in the "Quarantine Permit".

(2) The quarantine period for imported breeding pigs is 45 days. During the quarantine period, the relevant provisions of the "Measures for the Supervision and Administration of the Use of Entry Animal Quarantine Sites" shall be followed. After the end of the quarantine period, the customs will issue a "Certificate of Inspection and Quarantine of Entry Goods" for qualified animals.

At this point, the quarantine process for imported breeding pigs is over and they can enter the domestic market for breeding.
