On October 21, the Ministry of Commerce issued a notice on the Working Standards for Application and Issuance of import License. The import license mentioned in these rules refers to the import License of the People's Republic of China. import license can be paper certificate or electronic certificate, both of which have the same legal effect. The application for issuing and using the e-Certificate of import License shall be subject to this Working Standards and relevant provisions of the Application for Issuing and using the e-Certificate of import and Export License (trial).

        10月21日，商务部印发关于《进口许可证申请签发使用工作规范》的通知，本规范所称进口许可证是指《中华人民共和国进口许可证》。进口许可证可以是纸质证书，也可以是电子证书，二者具有同等法律效力。进口许可证电子证书的申请签发使用，适用本规范和《货物进出口许可证电子证书申请签发使用规范（试行)》的有关规定。
