On Dec. 7, the Ministry of Finance issued "pre-tax deduction of expenses of advertising and business publicity", For cosmetics manufacturing or sales, pharmaceutical manufacturing and beverage manufacturing (excluding alcohol manufacturing), advertising expenses and business promotion expenses incurred by enterprises that do not exceed 30% of the sales (operating) income of the current year are allowed to replace: the excess is allowed to be carry forward and cancel in future tax years. This Notice shall be effective from January 1, 2021 to December 31, 2025. Notice of the State Administration of Taxation of the Ministry of Finance on the Policy of Pre-tax Deduction of Advertising Fees and Business Publicity Fees (Caishui [2017] No. 41) shall be abolished as of January 1, 2021.
