8 Japan


In Japan, the specification for food additives shall comply with the related provisions in Part D of Specifications and Standards for Food, Food Additives, Etc (Additives).

9 South Korea

In South Korea, the specification for food additives shall comply with the related provisions in Chapter 4 Specification of Food Additives of Food Additives Code.

10 Mainland, Hong Kong, Macao and Taiwan in China

10.1 Mainland China

In Mainland China, the specification for food additives shall comply with the related provisions in food additive quality standards including National Food Safety Standards such as National Food Safety Standard Food Additive Trisodium Phosphate and National Standards such as Food Additive Glyceryl Mono-and Distearate. If there is no quality standards for the additive, it is necessary to meet the requirements of the relevant announcement issued by National Health Commission of the People’s Republic of China, such as Announcement of New Varieties of Food Additives, etc.

10.2 Taiwan in China

In Taiwan, the specification for food additives shall comply with the related provisions in Schedule 2 of Standards for Specification, Scope, Application and Limitation of Food Additives.

10.3 Hong Kong in China

The specification for food additives are not specified in Hong Kong's own regulations. According to the advice to the trade in the Centre for Food Safety (CFS)'s “Safety and Application of Food Additives”, the trade may refer to the website of JECFA for the safety evaluation and specifications of food additives..

10.4 Macao in China

In Macao, the regulations do not specify food additive specifications, but the Center for Food Safety's introduction to food safety standards and food additives in Macao mentions that the results of the risk assessment of foods by the Joint FAO/WHO Expert Committee on Food Additives (JECFA) were taken into account in the development of the standard.

11 Malaysian

In Malaysian, the specification for food additives shall comply with the related provisions in Part 1 to Part 8 of Malaysian Standard Food Additive Specification (MS 1282). If there is no relevant requirement in this standard, it shall comply with the CAC standard.

12 India

In India, the specification for food additives shall comply with the related provisions in Part 3.2 Standards of Additives of Chapter 3 of Food Safety and Standards (Food Product Standards and Food Additives) Regulation 2011.

13 Thailand

In Thailand, according to Clause 4 of Food additives, the specification for food additives shall comply with the related provisions in the Codex Advisory Specification for the Identity and Purity of Food Additives or the Announcement of the Food and Drug Administration according to an approval of the Food Committee or as approved by the Sub-Committee on Problem Analysis and Technical Consideration Concerning Foods. The Announcement of the Food and Drug Administration according to an approval of the Food Committee include Prescription of Qualities or Standards of Single Food Additives, the Quality or Standard of Food Additives, Mix Characteristics, Prescribing of Quality or Standards of Food Additives which are used to prolong or maintain quality of food, etc.

14 Singapore

In Singapore, according to Part 4 of Singapore Food Regulations, the specification for food additives shall comply with the related provisions as provided in this Part. Where it is not so provided, the purity of the permitted food additive shall conform with the specifications as recommended by the Joint Food and Agriculture Organization of the United Nations and World Health Organization (FAO/WHO) Expert Committee on food additives.

15 Philippines

In Philippines, according to Part III.A.5 of Updated List of Food Additives, food additives used in accordance with this Circular should be of appropriate food grade quality and at all times conform with the applicable Specifications of Identity and Purity recommended by the Codex Alimentarius Commission, JECFA or, in the absence of such specifications, by responsible international regulating bodies. In terms of safety, food grade quality is achieved by compliance with the specifications as a whole and not merely with individual criteria.

16 Brunei

In Brunei, according to Part IV of Public Health (Food) Regulations, the specification for food additives shall comply with the related provisions as provided in this Part. Where it is not so provided, the purity of the permitted food additive shall confirm with the specifications as recommended by the Joint Food and Agriculture Organization of the United Nations and World Health Organization (FAO/WHO) Expert Committee on food additives.

17 South Africa

In South Africa, there are three regulations that specify the specification requirements for food additives, including Regulations Relating to Miscellaneous Additives in Foodstuffs, Regulations Relating to Food Colorants and Regulations Relating to Preservatives and Antioxidants.

According to Regulations Relating to Miscellaneous Additives in Foodstuffs, a miscellaneous additive shall at all times conform with the applicable specifications of identity and purity recommended by the CAC in the absence of such specifications, with appropriate specifications developed by reputable national or international bodies.

According to Regulations Relating to Food Colorants, all colorants shall comply with the latest specifications for identity and purity of food colorants issued by the Joint Food and Agricultural Organization/World Health Organization Expert Committee on Food Additives and, where such specifications do not exist, the provisions of the latest edition of the Food Chemicals Codex shall apply.

According to Regulations Relating to Preservatives and Antioxidants, an antioxidant or preservative shall not contain more than 3 mg/kg of arsenic or more than 10 mg/kg of lead or more than 50 mg/kg of copper and zinc taken together (the zinc content, however, shall not be higher than 25 mg/kg) or any other substances harmful to human health, subject always, however, to any exceptions implicit in the specific criteria laid down in Annex C. Where specific criteria of purity are laid down in Annex C, these shall apply.
