China and Russia hold video negotiations on the export of Russian fish and aquatic products to China

On December 2, 2021, Rosselkhoznadzor held a video conference with the General Administration of Customs of China (GACC) on the export of Russian fish and aquatic products to China. Representatives of the Russian Federal Ministry of Agriculture, Fisheries Bureau, and Consumer Rights Protection and Public Welfare Supervision Bureau attended this conference.

Russia hopes to resume the fish trade between China and Russia as soon as possible. This is the priority of the highest-level negotiations between the two sides. Russia has already dealt with China under the severe situation of the COVID-19 epidemic. A comprehensive and systematic arrangement has been made for export-related products, which can fully guarantee that the production and transportation of aquatic products exported to China will not be infected by the SARS-Cov-2.

In addition, Russia is taking a number of control measures, including regulatory agencies and manufacturers, such as the plan to sign a memorandum to regulate the safety of the outer packaging of aquatic products exported to China, and the adoption of electronic veterinary certificates will also help improve the traceability and traceability of products. Russia suggests that China should provide a list of Chinese ports that can resume Russia's previous cargo deliveries.

China and Russia also discussed China's new regulations on imported food. The Deputy Director of the Russian Fisheries Agency raised a question about the labeling rules for the inner and outer packaging of aquatic products: In the future, the problem may be solved by using electronic files and making relevant instructions in the new version of the health certificate. China stated that it would consider Russia’s proposal to simplify the labeling requirements for unpackaged aquatic products that have been initially processed in the future.

The two parties also discussed the inclusion of Russian meat and aquatic product suppliers in the list of overseas suppliers in China and the violation of regulations for China's export of feed to Russia.
