The Philippines revised the African Swine Fever classification control measures legislation

On 24 May 2022, the Department of Agriculture of the Philippines issued Executive Notice No. 2 of 2022, which amended Executive Notice No. 12 of 2019 regulations on ASF grading control measures. The major amendments include:  

(1) Consider the existence of ASF and the distance from the epidemic point, classify the risk of each city according to the risk degree and give different color marks, for example, red is the infected area, indicating that ASF has been confirmed and internal transmission has occurred within 15 days, pink is the buffer zone,  refers to areas outside the red zone where biosecurity and surveillance measures have been established to prevent spillover of the epidemic;  

(2) Develop graded guidelines for the disposal and transport of related porcine products, including live pigs, genetic material, pork products, etc., within each different risk area.  The red Zone is further subdivided into Infected Places(IP), Quarantine Areas (QA) and Outside Quarantine Areas (OQA), all live pigs in the IP shall be culled and treated innocuously on site, and products produced by slaughterhouses, cold storage and meat processing enterprises in QA 21 days before the outbreak of the epidemic are allowed to be transferred to other areas in the red Zone.  import and export of live pigs and pork products into and out of the red Zone are considered as high-risk transshipment and should be reviewed. Risk prevention and control measures also should be formulated. Quarantine certificates of locally produced meat and imported meat are required materials, and cooked meat products and canned meat that have been hot-processed for at least 30 minutes above 70℃ are allowed to be transshipped within all color zones;  

(3) The application procedures and requirements for risk prevention and control measures for trans-regional transshipment of porcine products are offered on official website. All previous relevant regulations and orders inconsistent with this announcement shall be repealed or amended.  The announcement shall take effect immediately from the date of promulgation.
