On July 21, 2022, Vietnam's National Agro-Forestry-Fisheries Quality Assurance Department(NAFIQAD) issued a formal notice to seafood processing companies exporting to China regarding China's new regulations on COVID-19 control of imported cold chain food.
If the Covid-19 virus is detected in Vietnamese goods (DN), the Chinese authorities will conduct inspection on related enterprise within 1-2 weeks from the date of issuing the warning notice. In case an enterprise fails to arrange inspection according to the above-mentioned time limit, its export registration qualification shall be cancelled.
Through the Vietnamese Embassy in China, NAFIQAD received Notice No. 58.2022 from the General Administration of Customs of China on July 8, on Covid-19 virus control measures for cold chain food imported into China. This notice is effective as of 8 July and supersedes Notice No. 103.2020.
In an online meeting with the Chinese Bureau of import and Export Food Safety on July 20, Chinese representatives explained more specifically what measures would be taken, according to NAFIQAD.
The Bureau added that when the competent authorities find that there are still problems during the inspection of enterprises with infected goods, they will require clear remedial measures, suspend exports or cancel the enterprise's export registration qualification according to relevant regulations.
In a letter to seafood processing enterprises exporting to China, NAFIQAD suggested that enterprises should continue to strictly and fully implement Novel coronavirus precautions under the guidance of the government, the Ministry of Health and the guidelines of FAO, WHO and China to minimize the possibility that seafood exported to China may be detected with novel coronavirus.
If the goods are detected by warning, the relevant information(facilities, equipment, personnel, records, documents, results, investigation reasons and appropriate remedial actions...) shall be fully prepared. Inspections are carried out according to the deadlines required by the Chinese authorities.
China is one of Vietnam's most important export markets for aquatic products. Currently, Vietnam's frozen basa fish exports to China have maintained double-digit growth compared with the same period last year. A total of 185 companies are involved in exporting to ports in China. In the first six months of 2022, the value of basa fish exports to China mainland and Hong Kong reached $427.6 million, up 107% year on year. TG FISHRY,IDI Corp and CAD OVIMEX II Seafood import and Export Processing Joint are the three largest exporters in this market.
