On April 17, 2023, the European Commission issued Ref.Ares (2023) No. 2711632 draft, which intends to revise the corresponding requirements for the import of specific foods from third-party countries formulated in Regulation (EU) 2022/2292. The feedback period ends on May 2023. 15th. Major revisions include:

(1) Newly added regulations, requiring honey and bee products to come from the list of registered enterprises established and updated in accordance with Regulation (EU) 2017/625, and a certain transition period will be given for this requirement;

(2) Clarify that fresh meat, minced meat and other raw meat products allowed to be imported into the EU are either from third-country registered enterprises or from member states;

(3) Revise the scope of application where some shelf-stable composite products can be exempted from batch-to-batch official certificates, clarifying that when the gelatin or collagen contained in the composite product comes from ruminant bones, the exemption clause does not apply;

(4) Clarify the clause "For gelatin capsules not derived from ruminant bones, no official certificate is required", clarify that this requirement applies not only to empty capsules, but also to filled ones, as part of compound products or products of animal origin capsule ingredients;

(5) Revise the HS code range covered by highly refined animal-derived products from "2930, 2932, 3503, 3507 or 3913" to "2932 or 3503".
