GACC Announcement No. 46 of 2023 (Announcement on Quarantine and Health Requirements for Importing Brazilian Terrestrial Animal Protein Feed)

On May 4th, the General Administration of Customs of China (GACC) issued Announcement No. 46 of 2023, announcing that as of the date of the announcement, Brazilian terrestrial animal protein feed that meets relevant requirements will be allowed to be imported. Terrestrial animal protein feed referred to in the announcement includes poultry-based protein feed and pork-based protein feed, including meat meal, bone meal, meat and bone meal, blood meal, and feather meal, etc.


Brazilian enterprises that produce terrestrial animal protein feed for exportation to China must be approved by the Ministry of Agriculture and Livestock of the Federative Republic of Brazil ("Brazilian Party") and produce under the effective supervision of the Brazilian Party. They must implement a Hazard Analysis and Critical Control Point (HACCP) quality management system or establish a quality management system based on HACCP principles, and establish and effectively implement a product traceability and recall system. Brazilian enterprises that produce terrestrial animal protein feed for exportation to China are recommended by the Brazilian Party to the General Administration of Customs of the People's Republic of China ("Chinese Party"), and must pass the Chinese Party's review and register. The registration period is valid for five years, and any changes to the registered production enterprise should be promptly reported and confirmed to the Chinese Party by the Brazilian Party.


At the same time, the announcement also details the relevant requirements that must be met for importation, including production requirements, packaging and labeling requirements, and entry inspection and quarantine requirements.
