On May 28, 2024, the General Administration of Customs of China (GACC) issued Announcement No. 65 of 2024, announcing that with immediate effect, the importation of Russian beef that meets the relevant requirements is permitted.
Beef allowed for import is frozen or chilled bone-in or boned skeletal muscle (including attached fat) from cattle under 30 months of age.
Edible bovine by-products allowed for import include:
(i) Frozen beef sinews (including beef trotters and tendons, etc., under 30 months of age);
(ii) Frozen bovine diaphragm (under 30 months of age);
(iii) Frozen bovine hooves (removed from the box) (under 30 months of age);
(iv) Frozen cattle whips (up to 30 months of age);
(v) Frozen bovine heart tubes (under 30 months of age);
(vi) Frozen bovine cartilage (under 30 months of age);
(vii) Frozen beef stomach (under 30 months of age);
(viii) Frozen unrefined body fat (under 30 months of age).
Beef enterprises (including slaughtering, splitting, processing and storage enterprises) exporting to China shall be located in the non-immune non-infected areas of foot-and-mouth disease recognized by the General Administration of Customs of the People's Republic of China (hereinafter referred to as the Chinese side), under the supervision of the Russian Federal Service for Veterinary and Phytosanitary Supervision (hereinafter referred to as the Russian side), and in compliance with the requirements of the relevant veterinary hygiene and public health laws and regulations of both China and Russia.
Beef enterprises exporting to China shall be registered by the Chinese side, and beef produced after the date of registration by an authorized registered enterprise may be exported to China. Unregistered meat enterprises shall not export beef to China.
