Foreword
This standard replaces GB 9685-2008 “Hygienic standard for uses of additives in food containers and packaging materials”.
Compared with GB 9685-2008, the major changes of this standard are as follows:
——the standard title has been revised to “National food safety standard Standard for uses of additives in food contact materials or articles”;
——the expression of scope in standard has been revised;
——some terms and definitions have been revised; terms and definitions including “total specific migration limit”, etc., have been added;
——the principle for uses thereof has been revised;
——the instructions for each part of Annex in standard have been added in the provisions for uses of additives in food contact materials or articles and contents for compliance determination of specific migration limit by test methods has been deleted;
——the structure of Annex A has been adjusted, i.e. the list of additives and their application requirements has respectively been listed in the Table A.1~A.7 of Annex A according to the application scope category and the columns of FCA No., total specific migration limit and SML (T) group number have been added in the list;
——the additives permitted for use in food contact materials or articles and their application requirements in Annex A have been revised and stipulated contents in Table A.1~A.7 has been added;
——the variety of additives listed in Annex A has been expanded from 958 to 1294;
——the provisions for additives in food contact materials or articles in original Announcements No. 5, 2012 and No. 11, 2012 of Ministry of Health and No. 1, 2013, No. 14, 2013 and No. 14, 2014 of Health and Family Planning Commission have been added;
——4 kinds of phthalate ester substances including dimethyl phthalate, etc., have been deleted and the application scope and food types restricted to be contacted for other phthalate esters substances have been adjusted;
——2 kinds of hydrates and additives in food contact materials or articles with the application scope of glass, metal, ceramic and enamel have been deleted;
——the substances simultaneously listed in Table A.2 of GB 2760-2014 have been deleted;
——3 kinds of perfluorinated compounds in papers including perfluoroalkyl acrylates copolymer, etc., have been deleted;
——the provisions on application scope and limit, etc., of additives including 1, 6-hexanediamine and phenol, etc., for food contact materials or articles have been revised;
——the requirements for purity of colorant in Annex A have been revised;
——the Annex B “requirements for total specific migration limit” has been added;
——the Annex C “special restrictive provisions on metal elements” has been added;
——the Notes in Annex A have been revised to Annex D “Resin abbreviation meaning” and the general category for resin approved by original Announcement No. 23, 2011 of Ministry of Health have been added in the Annex D;
——the Annex E “retrieval catalogue in order of CAS No. and Chinese name” has been added.
