The Australia New Zealand Food Standards Code (the Code) PART 1.2 sets out requirements for labeling and other information requirements. Standard 1.2.4 specifies the information requirements for the statement of ingredients. Labeling methods of the ingredients will be introduced in 3 articles in detail.

All ingredients added in the processing of a food must be declared in the statement of ingredients, except for exemptions.

1. Definition

An ingredient means any substance, including a food additive, used in the preparation, manufacture or handling of a food.

2. Position on a label

The position of the statement of ingredients on a label is not prescribed in the Code, however, it must be prominent and legible, in accordance with Standard 1.2.9.

3. Heading

It is not mandatory to use a title or a heading. ‘Ingredients’, ‘Made from’, ‘Consists of’ or ‘Contains’ or other similar words can be used as a heading.

4. Order

In addition to exemption, all ingredients shall be listed in descending order of their weights added in the process of manufacture or preparation of the food.

i. When an ingredient is dehydrated or concentrated, the position of the ingredient is determined by the weight before dehydration or concentration;

ii. If the food needs to be reconstituted with water before consumption, the statement of ingredients may be headed by "Ingredients when reconstituted", and all the ingredients are declared in order of the weight after reconstituted.

iii. The weight of the ingredients with water or other volatile content to be declared is calculated by determining the ingoing weight minus the amount that is removed in the course of preparation, manufacture or handling of the food.

5. Use of names

The name of ingredient can use a generic name, common name or other name that describes the true nature. If a generic name is used, it should be meet the conditions as set out in Schedule 10. Generic names permitted under the Code for ingredients are as follows:

原创数据

For example, a statement of ingredients for a food containing cucumbers, tomatoes and carrots (when added as separate ingredients to the food), may be written as: ‘cucumbers, tomatoes, carrots’. And it may also be written by listing the individual vegetables after the generic name as: ‘vegetables (cucumbers, tomatoes, carrots)’.

When using the generic name, if there are the following special conditions, the name of the ingredient needs to be clearly listed:

- fats or oils must be qualified as to whether the source is animal or vegetable.

- if the source of vegetable oil is peanut, soybean or sesame, the specific source name must be declared.

- the source of animal fats or oils must be specifically declared for dairy products, including ice cream.

- Allergens must be clearly listed.

The name of the ingredients shall be accurate, and shall not be false, misleading or deceptive or likely to mislead or deceive.

For example, fruit juice made from reconstituted apple juice should not be declared as ‘apple juice’ as this is potentially misleading.

The above is part of the requirements about the ANZ food label, please continue to pay attention to the subsequent series of articles (PART II, PART III) for more information.
