GACC | Rejected Imported Foods & Cosmetics in April 2022

 
On May 18, the General Administration of Customs released information on food and cosmetics that were not allowed to enter the country in April 2022. In April 2022, the national customs detected 343 batches of unqualified food and cosmetics items such as safety and hygiene items in the port supervision link and were not allowed to enter the country. Among them, there are 339 batches of food and 4 batches of cosmetics.

The information shows that the origin of food that is not allowed to enter involves Argentina, Austria, Australia, Pakistan, Brazil, Belarus, Iceland, Poland, Denmark, Germany, Russia, Ecuador, Kazakhstan, South Korea, the Netherlands, Canada, Malaysia, the United States, Myanmar, Norway, Japan, Senegal, Thailand, Spain, New Zealand, etc. Among them, the food from Indonesia has the largest quantity, with 80 batches, involving various dried apostichopus japonica, frozen fish, and frozen coconut milk. Among them, 75 batches of food were not allowed to enter the country due to the inconsistency of cargo certificates.

More than half of the un-allowed food were found not meet the cargo certificate documents or labels requirements. In addition, some foods were found to have unqualified packaging, unqualified sensory inspection, containing ingredients not approved for inspection and quarantine, illegal use of food additives, excessive acid value, microbial contamination, failure to provide certificates materials as required, and failure to obtain inspection and quarantine access, excessive heavy metals, etc., and a very small part of food was found to exceed the shelf life, contain impurities, detective animal diseases, detective unapproved genetically modified ingredients, illegal use of chemical substances, pollution and corruption.

Among them, the most cases are that the cargo certificate does not match. It is mentioned in the Measures for the Administration of imported and Exported Food Safety of the People's Republic of China that the customs conducts on-site inspections of imported food according to the needs of supervision and management. The content of the on-site inspection includes: container number, seal number, content of the logo on the inner and outer packaging, whether the actual condition of the goods is consistent with the declared information and accompanying documents.

The entry ports for unapproved food involve 20 Dalian, Fuzhou, Gongbei, Guangzhou, Hangzhou, Hefei, Huangpu, Jiangmen, Kunming, Nanjing, Nanning, Ningbo, Qingdao, Xiamen, Shanghai, Shenzhen, Shenyang, Tianjin, Urumqi and Zhanjiang. Among them, the Guangzhou port detected the largest number of non-entry foods, with 117 batches.

In addition to food, 4 batches of cosmetics were not allowed to enter the country, from Japan, Syria and South Korea. Among them, 2 batches of cosmetics were found to fail to provide certificates or certification materials as required, 1 batch of cosmetic products failed the sensory test, and 1 batch of cosmetics detected hemp seed oil components.
