Brazil plans to formulate regulatory measures for new foods and new food ingredients

On April 26, 2023, the Brazilian National Health Surveillance Agency (ANVISA) issued Proposal No. 1158, which intends to formulate regulatory methods for modernizing the regulatory framework, processes and procedures for new foods and new food ingredients. The main contents include:


(1) Modify the definitions of new foods and ingredients;


(2) Incorporate and apply the legal concept of new food and new food ingredients, focusing on the history of new food consumption, food purpose, therapeutic purpose, selective extraction or concentration, etc.;


(3) Allow food companies to consult on specific foods or food ingredients as new foods or new food ingredients;


(4) Specifying the requirements for conducting safety assessments according to the nature and complexity of new foods and new food ingredients;


(5) Formulate general regulatory requirements for new foods and new food ingredients, specifying their specifications, restrictions and conditions of use.


The feedback period for this proposal ends on August 1, 2023.
