Israel has established a national approval procedure allowing the import of foods of raw animal origin

On September 6, 2023, the Israeli Ministry of Agriculture and Rural Development issued a notice establishing a national approval procedure to allow the import of foods of raw animal origin, to be implemented as of the date of publication. Main contents:

 

(1) Purpose. Develop modalities for the export of animal raw products (raw mammal meat, raw poultry meat, eggs in shell) to Israel by approved countries;

 

(2) Definition;

 

(3) Request country classification. Divided into: green countries, yellow countries or red countries; The United States, the United Kingdom, Australia and some EU countries are green countries; Countries approved to export approved food types to green countries and countries approved to export to Israel are yellow countries; Red countries are countries that do not meet the green or yellow national standards;

 

(4) State approval procedures. Risk classification according to the country, without physical inspection, may not approve the import of a country; In line with Israel's kosher slaughter practices; Approval can only be obtained after physical inspection supervision;

 

(5) Specific requirements. Green country: issue a questionnaire, after a field inspection of the country's veterinary institutions within six months, issue a temporary import license for six months, conduct physical testing of imported goods, and finally determine whether to approve; Yellow countries: In addition to the requirements of green countries, fill in a limited questionnaire according to the problems found, and carry out an online check within 60 days after receiving the questionnaire, and pass the check and approve the yellow country; Red country: where the online inquiry questionnaire is not clear, the country is confirmed after the physical test is qualified; The frequency of routine inspections of countries is determined by country classification, the value of goods exported to Israel, the results of the last inspection and the number of non-conforming imports.
