On October 17, 2023, according to the United States Federal Register news, the United States Food and Drug Administration (FDA) issued Notice 2023-22971, announcing the review of the certification requirements for color additives in food and other products, and the review period is 30 days after publication in the Federal Register.

All color additives must be approved by the FDA and should comply with color additive regulations before use in food, cosmetics and other products. FDA shall analyze product samples from relevant batches to ensure compliance with the composition and purity requirements of the color additive in the Listing Regulations. FDA defines the certification process for color additives, as well as the data required for certification, certification restrictions, certification exemptions for color additive mixtures, management of batches to be certified and post-certified, and related record-keeping requirements. Manufacturers of color additives must submit a "Request for certification" to the FDA and provide information about product batches and representative samples. FDA shall conduct chemical and other analyses of representative samples and, if the samples meet all certification requirements, issue a certificate containing the certification lot number for that lot.
