China implements a unified organic product certification system, implements a unified certification catalogue, unified standards and certification implementation rules, and a unified certification mark. The National Certification and Accreditation Administration is responsible for formulating and adjusting the organic product certification catalogue and certification implementation rules, and publishing them. The organic certification is carried out by a qualified certification body approved by the National Certification and Accreditation Administration.

The "Organic Product Certification Implementation Rules" clearly states that the products for certification should be listed in the "Organic Product Certification Catalogue" promulgated by the National Certification and Accreditation Administration. At present, the National Certification and Accreditation Administration has issued a catalogue of organic product certifications for six times. In the latest organic product certification catalogue (2018), the scope of organic certification can be classified into “production” and “processing”.
Articles 15 and 16 of the Measures for the Administration of Organic Product Certification (Revised 2015), the content of organic ingredients (referring to weight or liquid volume, excluding water and salt) equal to or higher than 95% of processed products, only after the organic certification can be carried out, the certification body must not carry out organic certification for processed products with organic ingredients below 95%.
