GACC | Notification on Phytosanitary Requirements for Importing Cambodian Fresh Mango


On July 17, the General Administration of Customs issued the Notification on Phytosanitary Requirements for importing Cambodian Fresh Mango. Since the date of this notification, it allows the import of fresh Cambodian mangoes that meet the quarantine requirements.

Inspection and quarantine basis are "Law of the People's Republic of China on Entry and Exit Animal and Plant Quarantine", "Implementation Regulations of the People's Republic of China on Entry and Exit Animal and Plant Quarantine Law", "Food Safety Law of the People's Republic of China", "Regulations on the Implementation of the Food Safety Law of the People's Republic of China", "Administrative Measures on Inspection and Quarantine of import Fruits" and " Protocol of the General Administration of Customs of the People's Republic of China and the Ministry of Agriculture, Forestry and Fisheries of the Kingdom of Cambodia on Phytosanitary Requirements for Cambodian Fresh Mangoes Exported to China ".

2. Product name allowed to enter: Mango (scientific name: Mangifera indica)

3. Allowed origin: Mango Production Area in Cambodia.

4. Approved orchards and packaging companies: The Ministry of Agriculture, Forestry and Fisheries of the Kingdom of Cambodia (MAFF) has filed the Mango Orchard, packaging companies, related processing facilities and exporters, and reported to the General Administration of Customs of the People's Republic of China (GACC) for registration.

5. List of quarantine pests that need to pay attention to: Bactrocera (=Zeugodacus) tau, Phenacoccus Solenopsis, Planococcus lilacinus, Dysmicoccus Lepelleyi, Paracoccus Interceptus, Vinsonia Stellifera, Sternochetus of mangoGoniocnemis, mangiferae, Sternochetus Olivieri, etc.

6. Mango orchards should implement Good Agricultural Practices (GAP) and implement integrated pest control (IPM) under the supervision of MAFF. Each mango packaging box should be marked with Chinese or English information such as fruit type, country, place of origin (state, city or county), packaging plant name or registration number. " Exported to the People’s Republic of China" must be marked in English on each tray.

Mangoes must use heat treatment under the supervision of MAFF. The technical requirements for heat treatment are as follows: steam heat treatment requires that the temperature of the mango core reaches 47°C (relative humidity 95%), and treat for 20 minutes; hot water treatment requires that the fruit must be completely immersed in water, the treatment temperature is 48℃ or above, and the treatment is 60min.

Before export, it is required to pass the quarantine inspection. The MAFF shall issue a phytosanitary certificate, and indicate in the additional statement of the certificate: ” The consignment complies with the provisions of Protocol of Phytosanitary Requirements for the Export of Fresh Mango from Cambodia to China, and is free of any quarantine pests concerns by China”.

7. When entering the country, it is necessary to review the "Entry Animal and Plant Quarantine Permit", the phytosanitary certificate, and the conformity of the packaging label. Products that do not meet the requirements shall be returned, destroyed or handled in accordance with China's phytosanitary regulations. The GACC will inform MAFF at once. MAFF should investigate, identify the reasons and implement corresponding improvement measures.

8. According to the dynamics of the Cambodian mango epidemic situation, GACC will consult with MAFF to adjust the list of harmful pests and related quarantine measures.
