1 Basic situation of wine import and export
For thousands of years, wine has been one of the main drinks in human life. China has a long history of winemaking, with a wide variety of wines which are well-known worldwide. In 2019, China's wine exports were 490 million liters, and the export value was 7.73 billion yuan. The top three exporting countries or regions are: Hong Kong, ASEAN, and South Korea. Hong Kong is China's largest wine export trade region. From the perspective of the structure of export wines, liquor is the main export variety, accounting for 59.4% of the export volume; followed by beer, accounting for 22.8% of the export volume; rice wine accounting for 2.2%.
With the increasingly frequent exchanges between China and foreign countries, the types and quantities of im
ported wine are also expanding. In 2019, China im
ported 1.59 billion liters of alcohol, with an im
port value of 34.5 billion yuan. The im
ported alcohol is mainly wine, distilled spirits, and beer, of which wine is the most im
portant im
port trade category. China's im
ported alcohol products mainly come from 133 countries or regions, among which the top three in terms of trade volume are France, Australia, and Chile.
2 Pre-import qualification
A. Registration of the co
nsignee and co
nsignor of im
port and export goods
Materials needed:
(a) The applicant shall apply and submit materials to the local customs.
(b) The local customs will review the application submitted by the applicant, and if the materials are complete and meet the statutory requirements, the customs will issue the "Customs im
port and Export Goods Co
nsignee and Co
nsignor Record Receipt".
(c) If an enterprise applies for the record registration of the co
nsignee and co
nsignor of im
port and export goods through the "multi-certificate integration" method at the same time when handling the industrial and commercial registration, the customs can complete the enterprise registration after co
nfirming the receipt of the enterprise industrial and commercial registration information and business record information , No need to go to the customs for filing and registration procedures.

B. Filing of im
ported food im
porters
Materials needed:
(a) "im
porter Filing Application Form"
(b) Organizatio
nal structure, department functions and job respo
nsibilities related to food safety
(c) Types of food to be operated and storage location
(d) Those who have been engaged in food im
port, processing and sales within 2 years shall provide relevant explanations (food variety and quantity)
Handling process:
(a) The enterprise submits a filing application to the local competent customs.
(b) The competent customs in the place wher
e the company is located will review, record and publish the list of domestic im
porters if it meets the requirements, and return the company if it does not meet the requirements (the company can modify the application information and resubmit it).
Information changes:
When the record information of the im
porter that has been put on record changes, the change application shall be submitted to the customs in time. Refer to the filing application for the handling process.
Processing time limit:
If the filing application materials are complete, the customs shall complete the filing within 5 working days from the date of accepting the application.
