On February 26, the State Administration of Market Supervision announced the revised "Catalogue of Food Production Licenses". From March 1, 2020, the "Food Production License Variety List" in the "Food Production License" will follow the newly revised "Catalogue of Food Production Licenses". The new "Catalogue of Food Production Licenses" upholds an inclusive and prudent attitude, encourages the development of new food categories, and effectively integrates with the current effective standards and policies. 1. Adjust the categories of soy sauce and vinegar to be consistent with the newly released standards

nal Food Safety Standard, Vinegar" GB 2719-2018 and the "Natio
nal Food Safety Standard, Soy Sauce" GB 2717-2018, the licensing catalogue has been synchro
nized and adjusted to achieve consistency.
2. Adjusted multiple detailed classifications to make the classification more reasonable
For example, the nutritio
nally fortified wheat flour was adjusted from general to special; the original 1402 side-selling tea (Huazhuan Tea, Heizhuan Tea, Fuzhuan Tea, Kangzhuan Tea, Tuocha, Tight Tea, Jinjian Tea, Rice Brick Tea, Qingzhuan Tea, etc.) was delet
ed and the category is adjusted to the tightly pressed tea category. The list of raw aquatic products is adjusted from drunk shrimp, drunk mud snails, drunk cockles, crab sauce (paste), sashimi, raw snail slices, jellyfish shreds, and others to pickled raw aquatic products and non-preserved raw aquatic products.
3. Added new categories and deleted (added) multiple details
For example, the category of frozen aquatic products is added, the category details include frozen prepared products, frozen slurry products, frozen boiled products, frozen fried products, frozen barbecued products, and others. The specific details of smoked barbecue meat products, fried meat products, and other cooked meat products have been deleted. Special medical formula foods are newly added non-full nutritio
nal formula foods. Specific nutritio
nal formula foods have added food protein allergy full nutritio
nal formula foods, refractory epilepsy full nutritio
nal formula foods, and other categories. The list of edible oil and fat products will be added to others, and enterprises will be encouraged to develop new products to adapt to changes in social catering business co
nditions and new demands.
4. Salt is included in the food production license for management
Effective integration with the newly released "Food Production License Management Measures":
Article 7: The market supervision and management departments of provinces, auto
nomous regions, and municipalities directly under the Central Government may determine the food production license management authority of the market supervision and management departments at the city and county level ba
sed on the food category and food safety risk status.
The production license of health foods, formula foods for special medical purposes, formula foods for infants and young children, supplementary foods for infants and young children, salt and other foods shall be the respo
nsibility of the market supervision and management departments of provinces, auto
nomous regions and municipalities directly under the Central Government.
5. For the first time, the health food catalog is managed according to the management idea of the general food catalog
The product categories of health food have been refined, and the "Detailed Rules for Examination of Health Food Production Licensing” achieved coordination and unity.
6. The details of dairy products have changed
High-temperature sterilized milk is added to the liquid milk, and it is clear that the new "Natio
nal Food Safety Standard, High-temperature Sterilized Milk" can be approved according to the filed enterprise standards before the release. Remove colostrum powder from milk powder. Co
ncentrated milk is added to other dairy products.
Since the release of the "Rules for the Review of Dairy Products Production License (2017 Draft for Review)", there has been no new progress. The newly released classification catalog will arouse industry attention.
7. Clarify the criteria for permit classification and dynamic changes in its details

If the newly revised review rules are inco
nsistent with the classifications in the catalog, the newly published review rules shall prevail.
8. Clarify the detailed filling requirements for new food ingredients when applying for SC
It is mentio
ned in Note 3 of the newly released "Category of Food Production License Classification".
For applications for the production of new food raw materials in accordance with other food categories, their label names shall be co
nsistent with the names of new food raw materials that can be used in ordinary foods announced by the Natio
nal Health Commission.
