Recently, the General Administration of Customs interpreted the provisions of the Protocol on phytosanitary Requirements for Sorghum transported to China from Mexico.
1. Product allowed to enter:
Sorghum exported from Mexico to China refers to sorghum seeds (Sorghum bicolor (L.)) grown and processed in Mexico.
2. Production facility requirements:
The production, processing and storage units of Mexican sorghum exported to China shall ensure that its sorghum meets the requirements of the protocol between China and Mexico, and is recommended by Mexico and registered by China.
3. Phytosanitary requirements:
(1) The sorghum exported from Mexico to China should comply with China's phytosanitary laws and regulations.
(2) Mexican sorghum does not contain the following quarantine pests of concern to China:
Peronosclerospora sorghi
Maize chlorotic mottle virus
Maize dwarf mosaic virus
Wheat streak mosaic virus
Contarinia sorghicola
Diabrotica balteata
Diatraea saccharalis
Helicoverpa zea
Pharaxonotha kirschi
Prostephanus truncates
Sitophilus granarius
Trogoderma anthrenoides
Ambrosia artemisiifolia
Cenchrus echinatus
Chromolaena odorata
Solanum elaeagnifolium
Sorghum halepense
Anoda cristata
(3) The sorghum exported from Mexico to China must not be mixed with soil, weed seeds, other grains, and plant residues.
4. Fumigation treatment requirements
The sorghum exported to China should be fumigated before export to ensure that the quarantine pests and other live insects are killed. The fumigation temperature, time, medicament and other conditions are jointly confirmed by both parties.
5. Phytosanitary certificate requirements
Before exporting, Mexico must conduct inspection and quarantine on sorghum exported to China and issue a phytosanitary certificate for each batch of sorghum exported to China that meets the requirements of the Protocol. The phytosanitary certificate shall indicate the temperature, time, medicament and other information that should be fumigated, and the additional statement column shall indicate: "The sorghum certified by the phytosanitary certificate complies with the relevant regulations of Provisions of the Protocol on Plant Quarantine Requirements for Mexican Sorghum Exported to China signed by China and Mexico on October 29, 2020.”
6. Food safety requirements
Sorghum used for food shall comply with China's food safety laws and regulations and Chinese national food safety standards.
7. Packaging requirements
Mexican sorghum can be shipped from Mexico to China in bulk or packaged, and the transportation process must be clean and hygienic. If it comes with packaging, it must be packaged with clean, hygienic, breathable and new materials that meet Chinese requirements. Each package should be marked with traceable information such as "本产品输往中华人民共和国 (This product is exported to the People's Republic of China)" in clear Chinese characters, the name of the sorghum, the name and address of the processing plant, the exporter, and so on.
8. Others
The sorghum exported from Mexico to China should come from a production enterprise that has obtained Chinese registration. For the list of registered Mexican sorghum exporters to China, please check the website of the General Administration of Customs.
