CFE | Release Approval document (Decision) for Special Food (Update on March 8)

On March 8, the Food evaluation Center of the State Administration for Market Regulation updated the list of approval document (decision) for the registration of infant formula milk powder products, which involved MILK GOAT infant formula goat milk powder (0-6 months old, Stage 1), MILK GOAT older infant formula goat milk powder (6-12 months old, Stage 2), MILK GOAT young children formula goat milk powder (12-36 months old, Stage 3).

South Korea issued partial amendments to the Food Additives Code to expand the certification scope of natural sources of food additives

On March 9, the Korean Ministry of Food and Drug Safety (MFDS) issued Announcement No. 2021-19, amending some of the contents of the Food Additives Code. The main contents are as follows:

1. Expand the certification scope of natural sources of food additives.
2. Revise the standards for the use of 4 food additives such as ethyl acetate.
3. Establish standards for the use of fungicides for food.
4. Formulate regulations on sterilization and disinfectant for appliances, etc.
5.Modify the test method of 8 food additives such as 5'-taste nucleotide disodium, and the production method of magenta sulfite reagent.

Japan intends to partially revise the "Food Sanitation Law Implementation Rules"

On March 10, 2021, the Ministry of Health, Labour and Welfare of Japan issued a draft for some amendments to the Implementation Rules of the Food Sanitation Law, and plans to add food types that do not require a sealed package food manufacturing license.

Among the food categories that do not need to obtain a license for the sealed packaged food manufacturing industry, it is proposed to add rice, wheat, coarse grains, beans, flours (cereal flour, soybean flour, potato flour, konjac flour, etc.) dried vegetables, dried mushrooms, dried bread flour, dried seaweeds and other foods with a water activity of less than 0.85.

The U.S. intends to strengthen the control of toxic heavy metals in foods for infants and young children

On March 5, 2021, the U.S. Food and Drug Administration (FDA) announced a plan to reduce the content of toxic heavy metals in foods for infants and young children. import/Export Permitting Process for Fish and Wildlife Products Revised

The Fish and Wildlife Service reports that it has launched a new electronic permitting system (ePermits) that will accept applications for all permits other than import/export licences and designated port exception permits. Such permits include those related to migratory birds, the Endangered Species Act, the Convention on International Trade in Endangered Species of Wild Fauna and Flora, and the Wild Bird Conservation Act. The FWS Office of Law Enforcement will continue to process import/export licences and designated port exception permits independent of the ePermits platform.

India revises food standards and food additives regulations

On March 9, 2021, the Food Safety and Standards Authority of India (FSSAI) issued the F.NO.1-116/Scientific Committee/Notif.27/2010-fssai(E) Circular, which is the "Food Standards and Food Additives Regulations" 2021 amendment No. 1 of the Year. Some of the revised contents include:

1. Update the types of processed juice products;
2. Revise the definition and quality standards of refined wheat flour, biscuits, bread and bakery products, breakfast cereals and other products;
3. Revise the microbiological standards for eggs and egg products in attachment B, and at the same time update product sampling and inspection methods;
4. Revise the list of enzymes and processing aids allowed in food.

India Revises Standards for Mixed Vegetable Oils

On March 8, 2021, the Bureau of Food Safety and Standards of India issued No. Stds/SP-15/T[T(IMST)]. Notification to revise the standard for mixed vegetable oils. The main revisions are as follows:

1. Under the “Article 2.1 Certain Mixtures Prohibited for Sale”, “Any mixed vegetable oil containing mustard oil produced on or after June 8, 2021” is added;
2. Amend paragraph (11) in "Article 2.3 Prohibition and Restriction of the Sale of Certain Products" to "(11) Mixed vegetable oils shall not be sold in bulk. Mixed vegetable oils shall be sold in sealed packages weighing no more than 15 kg."

The Australian Government Revises Food Regulations for Special Medical Uses

On March 5, 2021, the Australian government issued the F2021C00198 Announcement, revising the food regulations for special medical purposes in the Australia and New Zealand Food Standards Regulations. The main revisions are as follows:

1. Foods used for obesity or overweight or infant formulas are not foods for special medical purposes;
2. Revise the inner packaging requirements;
3. Revise some mandatory labeling requirements, allergen declarations (lactose and gluten) and labeling requirements.
