On 25 April 2022, the European Commission published Authorizing Regulation (EU) 2022/671 supplementing the official controlling regulation (EU) 2017/625 of Animals, products/genetic material of animal origin by the Competent authorities of the European Union, and repealed Regulation (EC) No494/98. The regulation will take effect 20 days after the official announcement. The main amendments include :
(1) Confirmed that in countries who lack official veterinarians for aquatic animal diseases management, their aquatic animal health professionals may carry out official veterinary work with relevant national authorization;
(2) In case of official control of closed premises for land animals, the official veterinarian shall, in particular, verify that animals entering the closed premises are only from another closed premises or are quarantined in accordance with regulations by checking movement records; To verify that clinical, laboratorial and postmortem quarantine tests carried out by veterinarians in closed premises do not show signs of infection; Verify whether, in the event of the presence of animal disease, the site operator notifies the competent authority and takes measures to reduce the risk of the spread of the disease inside and outside the site; To examine the implementation and results of its epidemic disease monitoring plan;
(3) Official control of the identification and registration of cattle, sheep and goats shall be carried out at least in accordance with the minimum frequency of regulation (EU) 2022/160, and may be carried out in conjunction with other official control activities, taking into account the size of the enterprise, the type of animals, changes, etc., The proportion of inspections and subsequent disposal should be carried out as required;
(4) Any non-compliance of cattle in transit under regulation (EU) 2020/692 between the entry point at the border of the EU and their departure from EU territory shall result in the culling of the animal and its disposal as material in Article 9, Category 2 .
