US will implement digital signatures for export certificates for meat and poultry products exported to China

On March 22, 2024, the U.S. Food Safety and Inspection Service (FSIS) announced that, starting July 1, 2024, export certificates for meat and poultry products (excluding casings and egg products) exported to China will be digitally signed in FSIS's Public Health Information System (PHIS).

 

All export certificates to China generated through PHIS (FSIS Form 9060-5 Series) will be digitally signed and printed on plain waterprint paper by an enterprise personnel with access to PHIS. FSIS inspectors will print paper certificates on request only if the business does not have a functional printer or PHIS access.

 

All certifications and information recorded in the FSIS China Export Repository will be recorded in the FSIS Form 9060-5 Remarks section or in the FSIS Form 9060-5B (Continuation Form). Exports to China will no longer use FSIS 9295-1 forms, header certificates and safety paper signed with wet ink. FSIS inspectors will not scan and upload any 9060-5 series certificates to China, and all such certificates will be digitally signed and obtained by the PHIS system.
