The United States issued a draft request for comment on seafood import procedures and access certificates

On July 22, 2022, the National Oceanic and Atmospheric Administration (NOAA) issued document 220720-0158 seeking comments on seafood import procedures and access certificates. Opinions are mainly sought on the following aspects:

(1) A list of Harmonized Tariff Schedule (HTS) codes applicable to fish products subject to trade restrictions and a one-to-one correspondence with the exporting country and the country of origin;

(2) Proposed amendments to the paperless submission of the Certificate of Acceptability (COA) for the entry of restricted fish. For example, the impact of submitting a paper COA on time cost and filing items; The influence of paperless declaration in COA system on entry declaration;

(3) Achieve dynamic adjustment of trade restrictions on specific fish products caught and/or exported by specific countries. For example, trade restrictions are adjusted according to the HTS code + definition of the exporting country.

The comment period for the document is from July 25 to August 24, 2022.
