China Announces 2026 Tariff Adjustment Plan
On December 29, 2025, China’s Customs Tariff Commission of the State Council released the 2026 Tariff Adjustment Plan, which will take effect on January 1, 2026. The plan specifies that tariff quota management will continue to be applied to eight categories of imported goods, including wheat, with tax rates remaining unchanged. Under the quota system, a provisional import tariff rate of 1% will be maintained for urea, compound fertilizers, and ammonium hydrogen phosphate, while cotton imported beyond the quota will continue to be subject to provisional import duties calculated using a sliding-scale mechanism.
