On December 31, 2024, the General Administration of Customs of China (GACC) issued Announcement No. 210 of 2024, which sets out phytosanitary requirements for imported organic cultivation media:
I. Permitted types of imported organic cultivation media
(a) A single type of organic cultivation media.
1. Tissue culture media, coconut fiber, coir, sawdust, wood shavings, wood chips, cork, peat (including peat), non-viable moss.
2. Organic cultivation media treated with steam, heat, chemical or a combination of these: rice hulls/chaff, cereal hulls, coffee nutshells, peanut hulls, cottonseed hulls, sugarcane bagasse, grape pomace, cacao pods, oil palm hulled charcoal, tree bark, and other organic cultivation media, excluding soil.
(b) Composed of two or more of the above organic cultivation media, or containing a mixture of inorganic cultivation media.
II. Applicable countries or regions
All countries and regions.
Ⅲ. Enterprise registration requirements
Cultivation medium should be produced and stored under conditions that prevent contamination or infestation. Cultivation medium production, processing and storage enterprises shall be registered by the plant quarantine authorities of the country or region, and recommended to the General Administration of Customs of China. Recommended information should include the name of the enterprise and the registration number of the competent authority of the country or region, address, product type, main ingredients, production process and processing technology indicators, anti-epidemic management measures, etc. (in Chinese or English). The General Administration of Customs of China will conduct an audit, after passing the audit to be registered and published on the website, the registration is valid for five years. 3 months before the expiration of the validity period, the competent plant quarantine department of the country or region where it is located shall re-recommend it to the General Administration of Customs of China, and the validity period shall continue for 5 years after the approval of the General Administration of Customs of China.
