Inventory of the registration of Infant formula milk powder product approval information

 
The "Administrative Measures for the Registration of Infant Formula Milk Powder Product Formulas" has been implemented since October 1, 2016. Through strict supervision of infant formula products, the number of formulas has been greatly reduced compared with the previous registration system. The qualified rate of random inspections of formulated products has continued to rise, and the review system for formula registration has gradually improved. The formulas currently approved for registration include milk powder, goat milk powder, organic milk powder, yak milk powder, etc.

As of the end of 2020, a total of 440 series of 1311 infant formula product formulas have been registered and approved. 169 production factories have completed formula registration, of which 992 formulas from 117 domestic factories have passed registration, and 319 formulas from 52 overseas factories have passed registration.

1. Statistics of formula registration approvals

In 2017, the number of registered formulas was 931 (excluding 21 products cancelled), 243 in 2018, 86 in 2019, and 51 in 2020.

2. Statistics on the number of approved formulas

based on the total number of formulas (including domestic formulas and imported formulas), Beingmate is the company with the largest number of formula registrations, followed by Ausnutria, Synutia, Feihe, Yashily, Yili, etc. At the same time, Beingmate was also the first company to obtain formula registration. In addition, in 2019, some companies started the formula upgrade work. At present, two companies have been approved for formula deregistration and re-registration (including 18 products in Yili and 3 in Feihe).

3. Statistics on the number of approved formulas in foreign countries

A total of 319 imported formulas from 15 countries were registered and approved. The country with the largest number of registered formulas was New Zealand (72 formulas), accounting for 23% of the total number of imported formulas. The number of formula registrations in New Zealand and the Netherlands is ahead of other foreign countries.

4. Statistics of approved formula product types

Among the approved formulas for infant products, there are 1041 milk powders (accounting for 79%) and 270 goat milk powders (only accounts for 21%). Among them, there are 63 organic milk powders (all milk powders) and 6 yak milk powders.

5. Statistics on the production process of approved formulas

Among the approved formulas, there are more products produced by the dry-wet composite process, with 568 formulas. Starting in 2020, the "dry-wet composite process (dry part)" has been removed from the declarable process types. There are 3 process types: "dry process, wet process, and dry-wet composite process". In addition, the number of dry process products is decreasing, and correspondingly, the dry-wet composite process and wet process products are increasing.

6 Summary

Currently, formula registration is facing more uncertainty. The registration certificates of the first batch of approved formulas will expire in August 2022, and these products must begin to apply for formula renewal registration before February 2022.
