Ukraine on September 9, 2022, the Ukrainian Ministry of Agrarian Policy and Food announced that requirements about approval on coffee extract and chicory extract as food, applicable to extract and chicory extract for human consumption of coffee, but food named as "soluble coffee" excepted. The announcement takes effect from six months after the release, the transition period is until January 1, 2026.
The requirements set out in the notice include the scope of application, classification of coffee extract and chicory extract and corresponding terminology, quality requirements and labeling requirements. Coffee extract is a concentrated food, using only water as the extractant, extracted from roasted coffee beans, without any added acids or bases; Coffee extract must contain only soluble and aromatic substances from coffee beans, but the insoluble substances and insoluble oils contained in coffee beans cannot be removed technically, mainly including paste coffee extract, liquid coffee extract and dry coffee extract. Chicory extract is a concentrated food extracted with water only after washing, drying and baking the root of common chicory, without any hydrolysis process, without adding acid or base. It mainly includes paste chicory extract, liquid chicory extract and dry chicory extract.
