Thai Ministry of Commerce plans to draft new regulations requiring an application before exporting coffee

According to the recent news from the Thai media, the Ministry of Commerce of Thailand is preparing to draft the draft of the Ministerial Announcement on Designating Coffee as a Product that Requires a License and Certificate for Export in 2023. After being approved in principle by the Cabinet and approved by the Draft Law Review Committee , establishing coffee as a commodity requiring licenses and certificates for export to countries and regions other than Thailand.


This is a review of regulations on the use of coffee beans imported from abroad as raw materials or mixed with domestic raw coffee beans to produce roasted coffee beans for export. Previously, only domestically produced coffee (green coffee beans, roasted coffee beans and coffee products) ), and coffee products made from imported coffee beans can be exported.


The Ministry of Commerce of Thailand has prepared a total of 3 rules (drafts) on determining the criteria, methods and conditions for granting licenses and obtaining coffee export certificates, including the Regulations (draft) of the Ministry of Commerce on licensing coffee to be shipped out of Thailand to determine obtaining licenses Standards and conditions of the International Trade Office; Regulations (Draft) of the Office of International Trade on Registration as a Coffee Exporter to clarify how to register as a coffee exporter; The method of issuing certificates shall be determined in accordance with the resolutions of the meetings of the Policy and Development Planning Committee of the Ministry of Agriculture and Cooperatives and the resolutions of the Horticulture Subcommittee.


In this regard, the Department of Foreign Trade of the Ministry of Commerce of Thailand will hold public hearings on all 3 regulations (drafts) related to coffee export rules from August 28 to September 11, 2023, which will be submitted to the Minister of Commerce Consider and sign the Ministry of Commerce's announcement before proceeding. The content of the signed announcement is about the designation of coffee as a product that requires licenses and certificates to export to countries and regions outside Thailand in 2023, and the relevant regulations of the Ministry of Commerce on allowing coffee to be exported outside Thailand in 2023.
