On 26 March 2024, the UK issued Circular 2024/7002/XI on the proposed amendments to the Bread and Flour Regulations, with a comment period ending on 27 June 2024. Major revisions include:

(1) Allow the use of folic acid fortified flour, and specify the types of flour that need to be fortified;

(2) Increase the fortification level in the original regulations to at least 15%NRV, and delete the existing calcium carbonate addition standards to coordinate with the current food fortification regulations;

(3) Introduce an exemption clause for small processing plants with an annual output of less than 500 tons and for food products with less than 10% flour content.
