Notice of the Ministry of Commerce on the Adjustment of “Catalogue of Bulk Agricultural Products Subject to Import Report Administration” (No.23, 2020)

 
On June 30, Ministry of Commerce issued the Announcement on adjusting the “Catalogue of Bulk Agricultural Products Subject to import Report Administration”, which involves the inclusion of sugar beyond tariff quota into the List and the import report administration will be implemented from July 1, 2020.From 1 July 2020, the management of olive oil import report will be abolished. The Ministry of Commerce entrusts the China Chamber of Commerce of I/E of Foodstuffs, Native Produce and Animal By-products (CFNA) to be responsible for the daily work of collecting, sorting, summarizing, analyzing and checking the import report information of the above-mentioned commodities.



According to the "Administrative Measures on import Reports and Information Release of Bulk Agricultural Products" (Order No. 10 of 2008 of the Ministry of Commerce, hereinafter referred to as the "Measures"), the Ministry of Commerce conducted the "Catalogue of Bulk Agricultural Products Implementing import Report Management" (hereinafter referred to as the "Catalogue") Adjustment. The relevant matters are now announced as follows:   

1. The tariff plus extra sugar (see Appendix 1 for the product catalog) is included in the "Catalogue", and the import report management will be implemented from July 1, 2020. Foreign trade operators who import the above-mentioned commodities shall perform their reporting obligations on import information in accordance with the Measures.

2. From July 1, 2020, the import report management of olive oils will be cancelled.

3. The Ministry of Commerce entrusts the China Chamber of Commerce of I/E of Foodstuffs, Native Produce and Animal By-products (CFNA) to be responsible for the daily work of collecting, sorting, summarizing, analyzing and verifying the above-mentioned commodity import report information.   

4. Foreign trade operators who import the above commodities, raw sugar processing and production-oriented enterprises should file with the China Sugar Industry Association, sugar-importing state-owned trade enterprises and other enterprises should file with the CFNA. The “Registration Form for Sugar import Reporting Enterprises” (see Appendix 2) need to be copied to the provincial commerce authority where the enterprise is registered, and to the Ministry of Commerce (Foreign Trade Department) of the central enterprise in Beijing.

5. The Ministry of Commerce publishes the relevant import information on the government website of the Ministry of Commerce on "Bulk Agricultural Product import Information Release Column" once every half a month.
