On August 14, the General Administration of Customs issued the Notification on Inspection and Quarantine Requirements for imported Ecuadorian Frozen Vannamei Shrimp. Since the date of this notification, it allows the import of Ecuadorian Frozen Vannamei Shrimp that meet the quarantine requirements.
1. Inspection and quarantine basis.

2. Related imported products. Frozen vannamei refers to Penaeus vannamei and its products artificially cultivated for human consumption, excluding live vannamei.
3. Requirements for production enterprises: Ecuadorian frozen vannamei shrimp production enterprises exported to China should be approved by Ecuadorian authorities and registered with China.
During the COVID-19 pandemic, companies should carry out epidemic prevention and control in accordance with the " COVID-19 and Food Safety: Guidance for competent authorities responsible for national food safety control systems" formulated and issued by FAO and WHO. Companies regularly conducts relevant disease detections for its employees, establishes necessary safety prevention and control measures for frozen vannamei shrimp, and ensures that all prevention and control measures from raw materials, processing, packaging, storage, and transportation are implemented effectively to prevent contamination.
4. Quarantine approval requirements. imported Ecuadorian frozen vannamei shrimp should go through quarantine approval in advance and obtain the "Entry Animal and Plant Quarantine Permit".
5. Certificate requirements.
Every batch of frozen vannamei shrimp exported from Ecuador to China should be accompanied by at least one original veterinary (hygiene) certificate issued by the Ecuadorian government, and the certificate shall declare:
a. The product comes from an enterprise registered by the competent authority.
b. The product is produced, packaged, stored and transported under hygienic conditions and placed under the supervision of the competent authority.
c. The product has been inspected and quarantined by the competent authority, and no pathogenic microorganisms, toxic and harmful substances and foreign bodies specified by China, and diseases listed by China and OIE.
d. The product meets veterinary hygiene requirements and is suitable for human consumption.
6. Food safety requirements.
Frozen vannamei shrimp exported from Ecuador to China shall comply with Chinese laws, administrative regulations and national food safety standards. For products that do not meet Chinese requirements, China may return, destroy, or otherwise dispose of related products in accordance with the law. For production enterprises that have serious problems or have repeatedly failed to meet the requirements, China can take measures such as strengthening inspection and quarantine, prohibiting imports, and canceling the qualification of production enterprises to register in China.
7. Packaging and labeling requirements.
Frozen vannamei shrimp exported to China must be packaged in brand-new materials that meet the relevant Chinese standards.
Chinese labels should be affixed to the packaging. The contents include: product name and scientific name, specifications, production date, batch number, storage conditions, production method (artificial breeding), production area, production company name and number, and destination (marked as the People’s Republic of China) .
For frozen vannamei shrimp exported to China in a pre-packaged form, the Chinese label of the pre-package shall meet the labeling requirements of China's imported pre-packaged food.
8. Storage and transportation requirements
The whole process of storage and transportation of frozen vannamei shrimp exported from Ecuador to China should meet relevant sanitation requirements and traceability requirements, and the normal operation of cold chain control should be ensured.
